- assistance to the Investor in formulating the investment proposal for realization of the waste management activity;
- Laboratory analysis and determination of the morphological composition of SDW (Solid Domestic Waste)
- collection, processing and assessment of data and information on raw materials, materials, reagents and appliances necessary for realization of the technology;
- assistance in the development and application of technologies, providing rational utilisation of natural resources;
- assistance in the development of suitable techniques for complete deactivation of dangerous substances, contained in waste, intended for reclaiming, recycling and processing;
- development of technologies for reclaiming of waste by means of recycling, reuse or regeneration or by means of another scrap extraction process or by using the waste as a source of energy;
- development of technical and technological solutions for safe waste conservation, unfit for reclaiming at the present stage of development.
- technical, technological, ecological and economic analysis of the proposed technology;
- benefits and shortcomings concerning the realization of the proposal; products feasibility;
- preparation of a forecast concerning the type and quantity of waste, determination of the activities and operations for its treatment and definition of the type of waste treatment facility;
- determination of the capacity of the waste treatment site;
- assessment of the topographic characteristics of the region, of soil characteristics, of land category and climate conditions - for waste treatment sites outside urbanized territories (towns and villages as well as settlement formations);
- determining the function and ownership of the land on which the waste treatment site is envisaged, as well as determining the need of change of its function - in cases when the site or part of it is envisaged on agricultural land and/or on a territory of the forestry fund;
- determining the sanitary and hygiene requirements for the waste treatment site, including the distances among the waste treatment facilities and the locations, subject to sanitary protection;
- determining the sources and the possibilities for provision of the necessary materials, equipment and facilities for the construction of a waste treatment installation;
- analysis and technical and economic substantiation of the survey results for determining possible alternative variants.
3. PREPARATION OF DOCUMENTATION FOR LAUNCHING THE INVESTMENT INTENTION
- Organization and keeping of the environmental impact assessment procedure (EIAP) - assisting the Investor in the provision of enough information (Notification) with regard to the investment proposal to the competent authorities (MOEW and/or RIEW) with the purpose of facilitating them in taking a motivated decision regarding the need of preparation of an EIAP. It is to the advantage of the investor to require the competent authorities to give their opinion with regard to the proposal at the earliest possible stage of its intention, so that the environmental impact assessment is made in parallel with the development of the investment proposal. Thus the potential negative environmental impacts should be identified at the very beginning of the preparation of the proposal and their occurrence should be avoided as well as the suitable decisions should be taken for the purpose of minimising the costs for necessary obligatory measures for decreasing the negative impacts;
- Assistance for the Investor in the preparation of Assignment for investment proposal and/or pre-project survey; Assistance for the Investor in informing the competent environmental authorities (MOEW and/or the respective RIEW) and the affected population about its investment intention; Assistance for the Investor in the preparation of an Assignment for range of EIAP, assistance during the consultations with the competent authorities, with other specialized departments and with the affected public; Preparation of a Report about EIAP from independent experts of MOEW;
- Organization and keeping of the procedure for obtaining a complex permit (Integrated pollution prevention and control) – The procedure is launched after a positive decision on the part of MOEW/RIEW concerning the Report on RIEW. Preparation of documentation for Request for granting a complex permit in accordance with the Operative methodology of MOEW for filling requests for granting a complex permit 2005. The possession of a complex permit is obligatory for granting a construction permit.
- Organization and keeping of the procedure for obtaining a performance of activities with waste permit - assistance in the preparation of documentation for submission of a request for performance of activities with waste permit, including collection, transportation, temporary conservation, reclaiming and/or deactivation of waste; Filling in of Working Forms for classification of waste; Development and assistance in implementation of company and municipal waste management programs;
4. TECHNOLOGICAL SCHEMES DESIGN FOR COMPLETE TURNKEY RECYCLING INSTALLATIONS
5. EQUIPMENT PROVISION
- componentry of a technological scheme;
- selection of the equipment, necessary for realization of the technology;
- proposal for alternatives during the equipment selection;
- equipment make up;
- proposal for a delivery scheme;
- delivery time-tables and other.
6. COMMISSIONING, MAINTENANCE, REPAIR, SERVICE
- control of equipment installation in compliance with the necessary normative requirements;
- assistance and participation in the process of commissioning (including 72-hours trial);
- qualified staff training
- provision of maintenance, repair and service of delivered equipment and so on.
7. ASSISTANCE DURING THE EXPLOITATION OF THE DELIVERED INSTALLATION
- development of and assistance in adopting quality management systems ISO 9000:2000;
- development of and assistance in adopting environmental management systems ISO 14000;
- development of and assistance in adopting environmental management company programs;
- development of and assistance in adopting company systems for air emissions monitoring; wastewaters; solid waste; soils;
- development of and assistance in adopting systems for voluntary European initiatives for environmental protection and protection of human health - Responsibility and care (RC); Safety and Quality Assessment Systems (SQAS);
